using gmail email for Google apps

You don't. You can't create @gmail.com addresses that are managed in Google Apps. Your only option as it stands is to use the @my-domain.com.test-google-a.com aliases that Google Apps creates for each my-domain.com email address you create. Obviously, this is not a good long-term solution.

It's really not OK that your host won't let you mess with your DNS records. You control/own your own domain name, right? You can transfer your domain to a domain registrar which will allow you to manipulate your DNS records, while retaining your actual web hosting where it is now.

Soccer-Shakir's Iraq promotion ends Maradona speculations

Dec 30 (Reuters) - Iraq football association has promoted Hakeem Shakir to the head coach's post, ending speculations of a possible appointment of Diego Maradona for the job.

Shakir, 49, who guided Iraq to the final of this year's AFC under-19 Championship in the United Arab Emirates, had been in temporary charge of the national side since Brazilian Zico resigned in November.

The Iraq football association on Friday confirmed Shakir's appointment, the Asian Football Confederation said on its website (www.the-afc.com).

Earlier this month, an agent representing Maradona said that the Argentine great, former coach of UAE side Al Wasl and now their consultant, was excited at the prospect of a chance to lead Iraq to the 2014 World Cup finals in Brazil.

Former England manager Sven-Goran Eriksson of Sweden was also in the fray to take over the reins of the Middle Eastern country, the agent said.

Shakir's first assignment after his full-time appointment will be the Gulf Cup starting in Bahrain next week. (Reporting by Sudipto Ganguly in Mumbai; editing by Amlan Chakraborty)

Wade Barrett wins the Intercontinental Championship

WASHINGTON, D.C. ? Wade Barrett won the Intercontinental Championship at tonight?s Raw taping, defeating Kofi Kingston at the Verizon Center in Washington, D.C. to capture the coveted title for the second time.

The victory comes just days after Barrett pinned the acrobatic former champion during a Six-Man Tag Team Match on SmackDown. (WATCH) In fact, the British Superstar seemed to have Kingston?s number during their tense rivalry over the past few weeks, but it was Kofi who prevailed when the two men met with the Intercontinental Championship on the line at WWE TLC. (PHOTOS) Although he had fallen victim to Barrett?s Bull Hammer on more than one occasion, the resourceful Kingston always retained his title when the stakes were high ? that is, until tonight.

Sales Consulting, Training and Coaching: Sales Success and More ...

?

What is price elasticity and how does it work?

What is price elasticity and how does it work?

I have a client who wants to increase their profitability by selling at higher prices.? Their challenge is simple; how much can they increase the price, what effects will a price increase have on their volumes and where is optimum profitability found?

What is price elasticity?

The concept of price elasticity is a measure of how the sales volume will change in relation to a change in the selling price.? So as you reduce the price, theoretically the sales volume will go up.? And as you increase the price, the sales volume will reduce.

The interesting bit is that the changes are usually not linear.? So if you half the price, you won?t double the volume.? Or double the price, you won?t half the volume.

The effect of this is that at some point there will be an optimum combination of price and volume that creates the greatest profitability.? And it is that combination my client is seeking.

An example

My client is selling a software product with a licence fee price of $750.? At this price, they sell an average of 40 licences a month.

They plan to increase the price initially to $800, and expect a minor change in the volume to an average of 38 licences a month.

If the thinking is correct, the new price/volume combination will increase profitability by $400/month.? Here?s how:

  • Current situation:? 40 licences/month at $750 each generates total revenue of $30,000
  • New situation:? 38 licences/month at $800 each generates total revenue of $30,400
  • All other factors unchanged

If the thinking is wrong, and the volume actually reduces to 37, then profitability will be reduced by $400.? Or if the volume remains unchanged, the profitability will be increased by $2,000.

Testing

You might be wondering where the idea of a volume reduction from 40 to 38 came from.? Is it just an assumption, or is there some basis for the theory?

In this case there is a basis of theory.? To test the idea, the company did a simple A/B test in which it emailed an offer to a segment of its existing mailing list.? The offer went in two forms where the only variation was the price.? In 50% of the emails it was the current $750, in the other 50% the price was the increased $800.? The response rate of the two was then compared to come up with the volume of the reduction.

Here?s what to do next

If you?re interested in how this could help you, or feel I may be able to help you with some of the challenges you?re facing, please get in touch for an informal discussion.

There?s no commitment, we?ll just discuss your situation to see if working together might be a good fit. ?Contact me?now.

Best regards

Venezuelan VP heads to Cuba to visit ailing Chavez

(AP) ? Venezuelan Vice President Nicolas Maduro announced Friday night that he was traveling to Cuba to visit President Hugo Chavez, who is recovering from cancer surgery in Havana.

Maduro said during the inauguration of a state governor that he and other government officials would fly to Cuba late Friday. He did not specify how long he would be away but said Energy Minister Hector Navarro would be in charge of government affairs in the meantime.

Maduro's trip comes amid growing uncertainty about Chavez's health.

The Venezuelan leader has not been seen or heard from since undergoing his fourth cancer-related surgery Dec. 11, and government officials have said he might not return in time for his scheduled Jan. 10 inauguration for a new six-year term. There have been no updates on Chavez's condition since Maduro announced Monday night that he had received a phone call from the president who was up and walking.

Maduro is the highest ranking Venezuelan official to visit Chavez since the surgery. Bolivian President Evo Morales traveled to Cuba last weekend in a quick trip that only added to the uncertainty surrounding Chavez's condition. Morales has not commented publicly on his visit or even confirmed that he saw Chavez while he was there.

Earlier Friday, Maduro read a New Year message from Chavez to Venezuelan troops, though it was unclear when the president composed it.

"I have had to battle again for my health," Chavez said in the message. He expressed "complete faith in the commitment and loyalty that the revolutionary armed forces are showing me in this very complicated and difficult moment."

A group of opposition candidates demanded Friday that Maduro provide an official medical report on Chavez's health. Lawmaker Dinorah Figuera said the country needs "a medical report from those who are responsible for the diagnosis, evaluation and treatment of the president."

"The Venezuelan people deserve official and institutional information," Figuera told Venezuelan media.

Before leaving for Cuba, Chavez acknowledged the precariousness of his situation and designated Maduro as his successor, telling supporters they should vote for the vice president if a new presidential election was necessary.

A legal fight is brewing over what should happen if Chavez, who was re-elected in October, cannot return in time for the inauguration before the National Assembly.

National Assembly Diosdado Cabello insisted Monday that Venezuela's constitution allows the president to take the oath before the Supreme Court at any time if he cannot do it before the legislature on Jan. 10.

Opposition leaders argue the constitution requires that new elections be held within 30 days if Chavez cannot take office Jan. 10. They have criticized the confusion over the inauguration as the latest example of the Chavez government's disdain for democratic rule of law and have demanded clarity on whether the president is fit to govern.

Use The Internet To Improve The State Of Your Business | James ...

So, you?ve decided to become an Internet marketer. It can actually be pretty exciting. The only problem is that you are overwhelmed by the amount of information out there. Well, this article is a great place to begin! Doing your research and knowing what results you expect will help you begin your Internet promotion business.

Do some research to find out which types of Web marketing are working for your competitors. Excellent sources of advertising your site include blog promotion, posting to them, and hanging around all the social networking sites. You will find that there are ultimately quite a few ways in which to drive traffic to your business. Get creative!

Your website should be comprehensive and should focus on creating quality content. Educate your customers about your product and why it would be a benefit for them to purchase. Stay away from unnecessary information or repetitive content. It will only make your readers less interested in what you have to offer.

TIP! Stick to your plan when you are building a website. Determine what type of content you hope to include in your articles, then select the directories to which you will submit them.

The advertisement of your product should always be positive and inspiring. Let customers know which of their problems your product will solve, and how it will solve them. If you are encouraging and positive about your audience being able to accomplish their goals, then they will be too.

Signature fields on forums and websites are a great place to advertise your website for free. If you post a lot in forums or on message boards, your link can appear in every single post, if you put it into your signature box. Every email you send out should have a link to your site within your signature. This is a way to subtly advertise your website and could increase your ratings in search engines too. Create an enticing line that encourages readers to click and put it near the link.

Each email sent out to your customers should include a call to action. You could encourage them to watch a video demonstration, check out the latest product, or sign up for exclusive discount coupons. If you track these actions, you will be able to measure and document your email marketing success.

TIP! Increasing the number of subscribers will increase your income. Use a split test to determine which of two marketing strategies is more successful.

In terms of Online marketing, you must make use of any new software or important advancement that shows up in the world of modern technology. When your company stops updating itself, your clients may start trusting you less. Keeping your work up-to-date and relevant will show your customers that you know what you are doing.

You should figure out whom you are trying to reach, and what content you need to produce to attract them to your site. Once you know who you are targeting, it should be easy for you to find the content that will entice them to visit your site over and over again.

Your URL should be memorable, so that people come back. Ideally, your business? name should be part of your URL. This way customers will be able to remember you and find you easily.

TIP! Your website tag should very clearly define your business. Many people will either be enticed further or steered away by what they read in your website?s tag.

Tsunami in the Geological Record

The tsunami of Indonesia 2004 and Japan 2011 showed that they are a common element associated with earthquakes. Modern databases list more than 2.000 tsunami events worldwide in the last 4.000 years, most of them recorded in historic documents, chronicles and even myths ? and yet tsunami deposits in the geological record seem to be relatively rare.

In theory a tsunami can trigger a variety of erosion and depositional processes, like uprush and backwash currents, turbidity currents, debris flows and landslides, therefore also the formed sediments can vary from fine-grained sediments to large boulders.

- When the tsunami hits the coast it will first erode older sediments. The peculiar (and controversial) ?molar tooth structure?, described along the unconformity of older sediments to tsunami sediments, is formed when vibrations of the earthquake crush older layers and the tsunami breaks off regular slabs of soil (rip up clasts). Also liquefaction phenomena, like sand dikes, can be preserved in the sediments underlying the tsunami deposits.

Fig.1. Very schematic stratigraphic succession of tsunami ? deposits.

- The tsunami inundates the land and transported sediments and debris are deposited. The sediments of the uprush and backwash currents of a tsunami, consisting of thick sand layers, are described by this post at the ?Trough The Sandglass? blog. Unfortunately the preservation ? potential for such sediments in an unstable environment like a beach is very low, explaining in part why until now tsunami are underrepresented in the geological record. Also many features found in these layers (like grain-size distribution or the accumulation of marine fossils) are very similar to sediments deposited by storms.

- A tsunami can also transport and deposit giant boulders (like reef debris). Such boulders are unlikely to be reworked by normal processes of a coastal environment and have a greater potential to become fossilized. In November 2007 a team of geophysicists from the University of Texas announced the discovery of possibly the largest tsunami transported boulders ever recorded. However also such boulders seem not to be always unequivocal evidence for a tsunami. Large megaclasts found along the cliffs of the Irish Aran-Island, ranging in weight from 20 to 230 tons and regarded as tsunami deposits, were reinterpreted in 2004 as boulders moved by strong storms coming from the Atlantic Ocean.

Fig.2. A boulder transported by a catastrophic tsunami during the eruption of? Krakatoa in 1883 (image in public domain).

There is also indirect biological (apart marine fossils found on land) evidence for a tsunami.

A strong earthquake can cause not only a tsunami but can also lower the coastal area below sea level. The salt water soon will kill trees and plants growing there. The trees of these ?Ghost forests? are finally buried in the sediments of the tidal flat. Slowly the land will rise again due the continuing tectonic movements.
These changes can be observed in the stratigraphic succession: layers of peat or soil with fossil trees will change suddenly to layers of sand, deposited by the tsunami and the tides. A great advantage of such a stratigraphic succession is the possibility to date the organic remains with the radiocarbon dating method and produce exact prehistoric chronologies of these changes.

A paper published in 2009 analyzes the use of trimlines, the limits of the area devastated and eroded by the tsunami, to map the extent of a tsunami. The research identified various trimlines in the area affected by the 2004 tsunami, dating back about 300 years.

The shores of continents are today densely populated areas ? the study of the geologic effects and sediments of a tsunami can help to improve our records of prehistoric events and better define the risk for such areas.

Ex-President George H.W. Bush in intensive care

HOUSTON (AP) ? Former President George H.W. Bush is being treated in the intensive care unit at a Houston hospital after suffering "a series of setbacks," including a stubborn fever, his spokesman said.

In a brief email Wednesday, Jim McGrath, Bush's spokesman in Houston, said the 88-year-old former leader had been admitted Sunday to the ICU at Methodist Hospital. McGrath said Bush, the oldest living former U.S. president, was alert and talking to medical staff.

He said doctors are cautiously optimistic about Bush's treatment and that the former president "remains in guarded condition." He said Bush was surrounded by family.

Early Thursday, McGrath told The Associated Press he had no new information on Bush's condition and that he would release another statement "when events warrant it."

Bush has been hospitalized since Nov. 23, when he was admitted for a lingering cough related to bronchitis after having been in and out of the hospital for complications related to the illness.

A fever that kept Bush in the hospital over Christmas had gotten worse and doctors had put him on a liquids-only diet Wednesday following "a series of setbacks."

"It's an elevated fever, so it's actually gone up in the last day or two," McGrath said. "It's a stubborn fever that won't go away."

But he said the cough that initially brought Bush to the hospital had improved.

Bush was visited on Christmas by his wife, Barbara, his son, Neil, and Neil's wife, Maria, and a grandson, McGrath said. Bush's daughter, Dorothy, arrived Wednesday in Houston from Bethesda, Md. The 41st president has also been visited by his sons, George W. Bush, the 43rd president, and Jeb Bush, the former governor of Florida.

He has also been visited by former Secretary of State James A. Baker III, a longtime confidant.

Bush and his wife live in Houston during the winter and spend their summers at a home in Kennebunkport, Maine.

The former president was a naval aviator in World War II ? at one point the youngest in the Navy ? and was shot down over the Pacific. He's skydived on at least three of his birthdays since leaving the White House in 1992.

He suffers from a form of Parkinson's disease and in recent years has used a wheelchair to get around.

(AP) ? This Christmas was unlike any other in Newtown.

When a gunman wiped out nearly an entire first-grade class and killed students and adults in two other first-grade classrooms just 11 days before Christmas, it made it impossible for the holiday to be the same this year.

Some residents, like Joanne Brunetti, have found ways to console and help their grieving neighbors. Well-wishers from around the country are stopping by to do the same.

Brunetti watched over 26 candles that had been lit at midnight, just before Christmas Day, in honor of those slain at Sandy Hook Elementary School. She and her husband, Bill, signed up for a three-hour shift and erected a tent to ensure that the candle flames never went out throughout the day.

"You have to do something and you don't know what to do, you know? You really feel very helpless in this situation," she said Tuesday. "People have been wonderful to everybody in Newtown whether you were part of what happened or not. My thought is if we were all this nice to each other all the time maybe things like this wouldn't happen."

At a town hall memorial, Faith Leonard waved to people driving by and handed out Christmas cookies, children's gifts and hugs to anyone who needed it.

"I guess my thought was if I could be here helping out maybe one person would be able to spend more time with their family or grieve in the way they needed to," said Leonard, who drove to Newtown from Gilbert, Ariz., to volunteer on Christmas morning. "I know they've been inundated with support and that's great, but it's always nice to have a present to open on Christmas Day."

Julian Revie played "Silent Night" on a piano on the sidewalk at the downtown memorial. Revie, from Ottawa, Canada, was in the area visiting at the time of the shootings. He canceled his plans to go to Australia, found a piano online and chose to spend Christmas Eve and Christmas Day playing for the people of Newtown.

"It was such a mood of respectful silence," said Revie, who planned to leave the piano behind. "But yesterday being Christmas Eve and today being Christmas Day, I thought now it's time for some Christmas carols for the children."

Many town residents attended Christmas Eve services Monday evening and spent the morning at home with their families. Others attended church services in search of a new beginning.

At St. Rose of Lima Roman Catholic Church, attended by eight of the child victims of the massacre, the pastor told parishioners that "today is the day we begin everything all over again."

Recalling the shootings at Sandy Hook Elementary School on Dec. 14, the Rev. Robert Weiss said: "The moment the first responder broke through the doors we knew good always overcomes evil."

"We know Christmas in a way we never ever thought we would know it," he said. "We need a little Christmas and we've been given it."

Volunteers hung ornaments on a series of memorial Christmas trees Tuesday morning while police officers from around the state took extra shifts to direct traffic, patrol the town and give police here a break.

"It's a nice thing that they can use us this way," Ted Latiak, a police detective from Greenwich, Conn., said Christmas morning, as he and a fellow detective, each working a half-day shift, came out of a store with bagels and coffee for other officers.

The expansive memorials throughout town have become gathering points for residents and visitors alike. A steady stream of residents, some in pajamas, relit candles that had been extinguished in an overnight snowstorm.

Others took pictures, dropped off toys and fought back tears at a huge sidewalk memorial in the center of Newtown's Sandy Hook section that is filled with stuffed animals, poems, flowers, posters and cards. Snow covered a pile of teddy bears displayed in town.

Newtown officials plan to convert the countless mementos paying tribute to the 20 children and six adults into a memorial. Thousands of flowers, letters, signs, photos, candles, teddy bears and other items at sites around town will be turned into soil and blocks to be used in a memorial, The News Times in Danbury reports.

The mementos will stay up until after the New Year as residents and visitors pay their respects.

Police have yet to offer a possible motive for gunman Adam Lanza's rampage. The 20-year-old Newtown man, who lived at home, killed his mother in her bed before heading to the school and killing 20 children ? all either 6 or 7 years? and six adults. He then killed himself.

Texas Rep. Hall to be oldest US House member ever

(AP) ? When Ralph Hall was elected to the U.S. House in 1980 at the age of 57, he had already served in the Navy in World War II, built a successful business career and served in Texas' state government for many years.

On Christmas Day, the North Texas congressman will become the oldest person ever to serve in the U.S. House, surpassing the record of North Carolina Rep. Charles Manly Stedman, who died in office in 1930 at age 89 years, 7 months and 25 days.

Hall, who turns 90 on May 3, became the oldest House member to ever cast a vote this year. Those close to the Rockwall Republican say he remains active. Voters re-elected him last month to a 17th term, and Hall told the Dallas Morning News (http://dallasne.ws/VZ4wcG ) he may even run again.

"I'm just an old guy ? lived pretty clean," Hall said. "I have no ailments. I don't hurt anywhere. I may run again. I'll just wait and see."

It's more common for senators to serve into their later years, in part because senators run for re-election every six years instead of every two.

Hall's longtime chief of staff, Janet Perry Poppleton, and fellow members of Texas' congressional delegation credit him for staying active and physically healthy.

"He says the good Lord gives him stamina," Poppleton said. "He takes care of himself, exercises. He has a full agenda every day."

Hall chaired the House Science, Space and Technology Committee for the last two years, although he'll soon step down as chairman due to term limits. Colleagues marvel at Hall's stamina and joke about the stories he tells from his decades in public service.

"He gets up and does 50 pushups every day and runs two miles," said Rep. Pete Sessions, R-Dallas.

Hall graduated from Rockwall High School and eventually joined the Navy during World War II. He's one of just two current U.S. House members to have served in World War II. The other is 86-year-old U.S. Rep. John Dingell, D-Michigan, who is the longest-serving member of the House.

Hall served as president and CEO of the Texas Aluminum Corp. and helped found a bank in Rockwell, among other private-sector achievements, according to his congressional website.

He served as Rockwall County judge, or the chief administrative official, and later in the Texas state Senate before he was elected to the U.S. House in 1980 as a Democrat. More than two decades later, Hall became a Republican, which likely prolonged his political career.

While Democrats were angry, Rep. Eddie Bernice Johnson, a Democrat from Dallas, made sure to tell Hall she still liked him.

"He admitted being so happy to hear my message because his wife was mad at him," Johnson said, according to the newspaper. "Some said she actually had him sleeping on the couch."

Hall's wife, Mary Ellen Hall, died in 2008.

"I'm not what I used to be, and I'm more than I used to be somewhat," Hall said. "I have my grandchildren. Those are the ones that I think about as we pass legislation. It's a pleasure to be here."

The advantages and disadvantages of PPC - Wanda Rawlins Online ...

When compared to other forms of promoting or advertising your business, Pay Per Click advertising (sometimes known as Cost Per Click or CPC) has many advantages over using ?free? advertising mediums like writing and publishing articles.

? Using PPC to promote or advertise your business is an extremely quick way of getting your marketing message live and out there on the net. In many cases, your adverts can be online and viewed within an hour of creating them.
? Pay Per Click advertising enables you to extend your market reach. Although you may be able to get pages of your website featured in the natural organic search results, doing so takes some time and is something of a lottery, whereas using PPC guarantees that your advert will appear on appropriate search results pages and websites.
? The traffic that you bring to your website from PPC advertising is targeted, prequalified traffic. Because your advert has been shown only to people who have already expressed a degree of interest in the product or service that you?re offering by using a specific search term, the chances of them taking the action that you want them to take when they land on your site is significantly increased. Consequently, the conversion rate from PPC advertising is likely to be considerably better than it would be using free advertising resources like article marketing.
? PPC advertising programs usually offer the ability to track the performance of the adverts that you place using that particular system. It is therefore considerably easier to calculate such important factors as conversion rates (the number of people who do what you want them to do), the acquisition cost of each visitor and your return on investment (ROI). Because most PPC systems offer this information, you are able to improve your advertising and your subsequent results, which will ultimately improve the profitability of your business.
? If you want individual pages of your website to appear high up the search results page in the natural search results (those on the left-hand side of the search page), you have to optimize your site for the search engines. If you are using PPC advertising, there is no need to worry about search engine optimization although it is obviously a very sensible idea to make sure that your site is optimized too.

? Search engine optimization strategies take time and effort to learn and implement. Using PPC advertising, you can bypass this learning process to get your promotional materials live almost instantly.

? You have complete control over your advertising campaign. This is particularly appropriate if, for example, you are promoting a product or service that has relatively temporary appeal or is seasonal. For instance, you would not want to be promoting a Christmas related product in the middle of August and PPC advertising fits in very well with this idea because you can turn it on and off as you want.
? You choose whether you want to advertise only on the search results pages, or whether you want your advertising to appear on websites and blogs in your niche as well. If you do, it is even possible to target specific high traffic sites on which you want your advertising to be placed, thereby almost guaranteeing a healthy flow of traffic from these adverts. At the same time, because as a general rule, you should bid lower for content network advertising (i.e. ads on individual sites), this traffic is often extremely cost-effective.
Alongside these advantages, there are a couple of disadvantages but in truth, the upsides of using PPC advertising far outweighs the downside.
The most obvious disadvantage of using PPC advertising is that it costs money to do so.

There is also the factor that whilst most of the individual clicks on your adverts are likely to be genuine, there will be a certain amount of ?wastage? caused by clicks from people who are not really interested in what you have to offer, competitors or even just people who think it is funny to waste your money.
Furthermore, using PPC only works for as long as you are willing and/or able to continue paying for your advertising. As soon as you stop paying, your advertising also stops.
Less obviously, if you are using the most popular PPC advertising program on the net, which is Google AdWords, you need to do some work to make sure that your advertising efforts fit in with what Google want you to do.
If you create adverts in the way that Google wants you to, your cost per click will be minimized whereas the opposite is also true. If you do not create ads the Google way, the cost per click is likely to be multiplied several times over.
Nevertheless, apart from the fact that using PPC advertising costs money, it is by far and away the most effective strategy for maximizing the number of people who are introduced to your opportunity or offer.

Report: Federal homeland security funds supplant state and local spending in Texas

A pair of news stories out this week cited questions raised about federal homeland security funds spent in Texas and elsewhere in a report from Oklahoma Senator Tom Coburn critical of wasteful spending of homeland security grants by cities:
Here's a link to the full report.

We've heard Gov. Perry over the years complain bitterly that Texas was being forced to perform Homeland Security tasks that the feds should be paying for, but this report argued that Texas' efforts have mostly been financed by the feds, noting that Texas:

appeared regularly to use federal DHS funding ... to supplant state and local government expenditures. As explained by the head of the Texas Department of Public Safety, much of the state?s homeland security spending now comes from the federal government. Reports are that federal taxpayer dollars accounted for 82 percent of the state of Texas? $1.1 billion in homeland security spending last year. Reportedly, some of these funds were used for purchases such as ?a $21 fish tank in Seguin, a $24,000 latrine on wheels in Fort Worth, and a true pork project ? a hog catcher in Liberty County. Homeland Security dollars paid for body bags, garbage bags, and Ziploc bags. Beyond these ordinary purchases, however, were more unusual items such as two 2011 Camaros, each $30,884, used in Kleberg County.
Here are a few notable paragraphs that jumped out at me related to the use of unmanned drones by Texas law enforcement:
it was probably the Houston Police Department that was the first to attempt to purchase UAVs. Amid privacy concerns, the Houston Police Department in 2007 was forced to abandon its plans to acquire a drone. At the time, the police chief defended the purchase saying that it could be used to issue traffic tickets.

The Arlington Police Department in Texas had a different outcome and was able to secure a DHS grant to obtain a drone that was deployed during the Super Bowl in 2011 to help with security.206 The police department later searched for funds to continue operating the drone which it hoped to full-time for search and rescue operations and to investigate traffic accidents. ...

In Texas, the Montgomery County Sheriff?s Department successfully acquired a $300,000 Vanguard?s ShadowHawk drone fully paid with UASI dollars.216 Vanguard, located near Montgomery County, approached the sheriff?s department about procuring one of its unmanned systems, according to Chief Deputy Randy McDaniel. In fact, Vanguard helped the Sheriff?s department write ?a winning grant proposal that allowed the entire cost of acquisition, training, insurance, and maintenance for a period two years to be absorbed in an Urban Areas Security Initiative (UASI) grant.? On the heels of this success, other agencies such as Harris County Sheriff?s Department have also shown interest in a similar acquisition. However, a Vanguard representative lamented that sales of drones would likely be affected given that federal grants are dwindling.

Nationally, federal homeland security dollars to cities have fallen in the last couple of federal budgets, and with the "fiscal cliff" looming one wouldn't be surprised to see these grants reduced even more significantly, leaving cities to pay more of their their own security costs. According to the report, the Department of Homeland Security "spent an estimated $35 billion on its grant programs over the past decade, including $7.144 billion for the Urban Areas Security Initiative, which provides grants to cities. Grits compiled this chart depicting spending by the federal UASI program over the last decade from data in the report:

?

According to a budget summary (pdf, p. 18) from DHS, the agency's "FY 2013 Budget includes $2.9 billion for State and local grants, over $500 million more than appropriated by Congress in FY 2012." The Obama Administration has proposed combining the UASI grant program with 15 others and reducing overall funding to $1.54 billion, noted Coburn's report. Even that smaller figure, though, requires improved oversight, concluded the Oklahoma Republican:

Given our nearly $16 trillion national debt, and the federal government?s many competing responsibilities, it is important that Congress carefully consider what we can afford and what investments on anti-terrorism programs will yield the best return on investment in terms of improved security. Before Congress embraces a consolidation plan, and allocates another $35 billion in homeland security grants, it is essential that DHS?s address the difficulties it has had to this point implementing the Urban Areas Security Initiative (UASI) and other DHS grant programs.
